Telnet (TlntSvr) Service Defaults in Windows XP
Enables a remote user to log on to your computer and run programs, and supports various TCP/IP Telnet clients, including UNIX-based and Windows-based computers. If this service is stopped, remote user access to programs might be unavailable. If this service is disabled, any services that explicitly depend on it will fail to start.
The Telnet service does not exist in:
- Windows XP Home
- Windows XP Home SP1
- Windows XP Home SP2
- Windows XP Home SP3

Default Behavior
Telnet is a Win32 service. It does not exist in Windows XP Home SP0, Windows XP Home SP1, Windows XP Home SP2, Windows XP Home SP3. This service won't start until the current user starts it in Windows XP Professional SP0, Windows XP Professional SP1, Windows XP Professional SP2. This service is disabled and isn't loading or starting in Windows XP Professional SP3.
When the Telnet service is started, it is running as LocalSystem in its own process of tlntsvr.exe. If the Telnet fails to start, the technical information about the error is added to the Event Log. Windows XP startup should proceed, but a message box should be displayed informing the user that the TlntSvr service has failed to start.

Before you begin doing this, make sure that all the services on which Telnet depends are configured by default and function properly. See the list of dependencies above.1. Run the Command Prompt.
2. Depending on the version of your operating system, copy the commands below, paste them into the command window and press ENTER.
For Windows XP SP0 Professional, Windows XP SP1 Professional, Windows XP SP2 Professional:
sc config TlntSvr start= demand
For Windows XP SP3 Professional:
sc stop TlntSvr
sc config TlntSvr start= disabled
3. Close the command window and restart the computer.
The TlntSvr service is using the tlntsvr.exe file that is located in the C:\Windows\system32 directory. If the file is removed or corrupted, read this article to restore its original version from Windows XP installation media.
