Default Behavior
NetIO Legacy TDI Support Driver is a kernel driver. In Windows 11 it starts at Kernel initialization. If NetIO Legacy TDI Support Driver fails to start, the failure details will be recorded into Event Log. Then Windows 11 should boot up and notify the user about the tdx service startup failure.
Dependencies
NetIO Legacy TDI Support Driver cannot be started, if the TCP/IP Protocol Driver service won't start.
If NetIO Legacy TDI Support Driver doesn't work properly, the NetBT service can't start.
Restore Default Startup Configuration of NetIO Legacy TDI Support Driver

3. Close the command window and restart the computer.
